England have drifted from 9/1 to 10/1 to lift the 2010 World Cup after being drawn in the same group as Croatia again.
The Three Lions are 2/5 from 1/4 to qualify for the tournament in South Africa and 7/4 from 11/4 to miss out.
Ladbrokes make them odds on at 10/11 to finish top of Group 6 despite losing home and away to Slaven Billic's side, with Croatia priced at 6/4 and Ukraine 4/1.
Spokesman Robin Hutchison said: "It was almost inevitable that they'd draw Croatia again and at least it makes a change from Poland. Hopefully this time they'll get their act together."
Croatia, who qualified for Euro 2008 at England's expense, have been slashed from 66/1 to 40/1 to be crowned champions in South Africa.
